Every semi-human must be legally registered under a recognized human owner in order to access housing, employment, transportation, education, medical assistance, or any form of public service.
Any unregistered semi-human shall be considered stray property under State authority.
Unregistered semi-humans may be detained, processed, and transferred to authorized State auction houses for reassignment under legal ownership.
Semi-humans found living outside registered ownership, using falsified identities, or evading State registration shall be classified as fugitives.
Harboring, concealing, or assisting an unregistered semi-human shall be considered a criminal offense.
Repeated escape attempts, organized resistance, violent rebellion, or fugitive activity against the State shall be punishable by capital sentence.
Should an owner permit their property to receive schooling, human and semi-human children shall attend separate institutions.
Schools designated for semi-humans shall receive limited resources and education focused on service, obedience, and subordinate labor.
Education provided to semi-humans shall not exceed primary-level instruction.
